At the atmospheric sciences department, they are about 20 researcher, more or less 1-2 in each sub-area of meteorology. They do have people specialized in radar, but not in lidar. For their master program, they have a selection exam, while for the phd program the selection is done individually for each student. You must have an advisor and the selection is a presentation of your research project.
